where to report nuisance squatters in the philippines?

We have lived in Victoria Homes Muntinlupa for almost 25 years and it have been peaceful somehow. About 7 years ago a squatter set up their shanty on the vacant lot next to our house. Now for awhile these people had been cooperative with the Homeowners. Now they set up a Vide oke Bar in their shanty which is irritating because they are so noisy up until the wee hours of night. What's worst it that they have this Sari Sari store that have construction workers and lawless men drinking in front in the middle of the day, that is threatenig to hurt peaceful teenagers and when reprimanded they would be rudely confront and threaten the homeowners( the Man is an ex-con who was jailed for murdering someone). There also have been rumors circulating that prostitution is also link to this make shift BEER Garden and Sari Sari Store( in which I believe does not have any business permit whatso ever) Our Homeowner Association and Barangay wont do anything! Maybe afraid for their own safety.
